Frisco, Prosper or Celina? What the Luxury End Actually Buys You

Same corridor, same money, three very different trades.

Oct 16, 20267 min read

Frisco, Prosper and Celina sit in a line up the Dallas North Tollway, and at the luxury end they sell three different things. Frisco sells a finished city and the lowest tax rate of the three. Prosper sells its school district and bigger established lots. Celina sells land and where the corridor is going next, with the highest rate stack of the three and, in its newer master-planned communities, extra district taxes on top.

The detail most buyers miss: in this corridor, the town on the address and the school district are often two different things. Prosper ISD reaches into both Frisco and Celina, and that one line on the tax bill moves the annual cost of a $4 million home by thousands of dollars.

Two listings make the comparison concrete. They are $56,000 apart.

The first is a custom estate in Frisco's Newman Village: 9,222 square feet on 0.48 acres behind a guarded gate, listed at $4,305,000. The second is a gated estate in Celina's Twelve Oaks: 10,256 square feet on 2.9 acres, listed at $4,249,000.

Nearly the same price and a similar-size house. The Celina estate comes with six times the land.

Here is what else differs, town by town, and what it costs to hold each one.

Rates are each taxing unit's 2025 adopted rate. County-wide includes Collin College on the Collin County side. They exclude MUD and PID charges and any homestead exemptions, and taxable value is not the same as asking price. More on all three below.

Frisco: the finished product

Frisco is the most built-out of the three, and at the high end that is the product. The amenities already exist: The Star, PGA Frisco, Legacy West next door in Plano, and a tollway that runs the length of the city. Buying here, you are paying for things that exist today rather than things that are planned.

Newman Village is a good example of what the money gets. It is a guard-gated community with a central plaza, an Italian garden and resort-style amenities, and the estate on Newman Boulevard is a 2016 Ron Davis custom build with two primary suites, a theater and a full outdoor kitchen. What it does not have is land. At 0.48 acres, the lot is generous for Frisco and small for the money by Celina standards.

Frisco also carries the lowest tax stack of the three, mostly because of its school district. Frisco ISD's 2025 rate is $1.0194 per $100, against $1.2141 for Prosper ISD. Add the City of Frisco and the county and the combined rate on the Collin County side is about $1.68.

Newman Village sits on the Denton County side of Frisco, which matters too. Denton County has no community college district, so its countywide rate is lower, and the 2025 county rate is $0.185938. Inside Frisco ISD, that puts the combined rate at about $1.63, the lowest in this comparison.

One catch: not all of Frisco is in Frisco ISD. Part of the city is zoned to Prosper ISD, which raises the combined rate there to about $1.87. Check the parcel, not the city name.

Prosper: the district and the established lots

Prosper's pitch at the high end leans on Prosper ISD and a set of older custom neighborhoods with more room than Frisco typically offers. Whitley Place and Gentle Creek Estates, which is built around the Gentle Creek Golf Club, are the established names, with larger lots, mature trees and custom homes. Newer luxury construction has moved to communities like Star Trail along the tollway.

The tollway currently ends at First Street in Prosper. That is part of why Prosper feels like the hinge of the corridor: close enough to Frisco for daily life, quieter and roomier once you are inside it.

You pay for the district. Prosper ISD's 2025 rate is about 19 cents per $100 higher than Frisco ISD's, which on a $4 million home is roughly $7,800 a year before exemptions. With the town and county added, Prosper's combined rate is about $1.95.

We do not have a Prosper listing on BallerCribs right now, but Prosper ISD shows up in this comparison anyway, because it serves the Twelve Oaks estate in Celina.

Celina: land and the future

Celina is where the land is. It was the fastest-growing city in the United States among cities over 20,000 people from mid-2024 to mid-2025, growing 24.6% to 64,427 residents. In the 2020 Census it had 16,739, so it has nearly quadrupled in five years.

That growth is the bet. The Dallas North Tollway main lanes are being extended from US 380 to FM 428, through Prosper and into Celina, with an opening date of late 2027. Today the main lanes stop in Prosper. After the extension, they run through Celina.

Twelve Oaks, in the southeast corner of Celina on the Prosper border, is one of the city's established luxury enclaves, and it is a good illustration of the address-versus-district point. The address says Celina. The neighborhood is zoned to Prosper ISD.

The Twelve Oaks estate is the land case in one property: 10,256 square feet on 2.9 gated acres, with a full outdoor basketball court and a resort pool. At $414 per square foot, it is also the lowest price per square foot in our DFW price-per-acre comparison, because in the northern suburbs new land keeps coming onto the market.

The tradeoff is the tax rate. The City of Celina's rate is the highest of the three towns, and with Prosper ISD and the county added, the combined rate is about $2.02, roughly 24% above Frisco's Denton County side. On a $4 million home that is about $15,600 a year more.

The extra line in new communities: MUDs and PIDs

Much of Celina's new housing is in large master-planned communities, and many of those carry a special district on top of the regular tax stack.

New luxury homes under construction on a freshly built street in a North Texas master-planned community, with drainage pipe stacked at the curb.
New master-planned streets often come with a utility or improvement district line on the tax bill.

A municipal utility district (MUD) levies its own annual property tax to repay the bonds that built the community's water, sewer and drainage. A public improvement district (PID) charges an annual assessment until the debt behind it is repaid. Collin County's own rate summary lists dozens of PIDs, including Mustang Lakes and Legacy Hills in Celina.

Neither shows up in the combined rates above. On a new-construction purchase, ask for the full tax bill, every line of it, before you price the home. Some established enclaves advertise the opposite; current Twelve Oaks listings, for one, are marketed as carrying no MUD or PID taxes.

What it costs to hold each one

Using each taxing unit's 2025 adopted rate, here is the annual bill on a $4 million home before any exemptions:

Location and school district

Combined rate per $100

Annual tax on $4M

Frisco, Frisco ISD (Denton County side)

$1.6309

$65,234

Frisco, Frisco ISD (Collin County side)

$1.6755

$67,019

Frisco, Prosper ISD

$1.8702

$74,807

Prosper, Prosper ISD

$1.9497

$77,987

Celina, Celina ISD

$2.0159

$80,635

Celina, Prosper ISD

$2.0211

$80,843

The spread from the cheapest line to the most expensive is about $15,600 a year on the same value. Over ten years of ownership, before any change in rates or value, that is more than $150,000.

Two caveats from our guide to property taxes on a Texas luxury home: the state's homestead exemption barely moves a bill at this price, and taxable value can sit a long way from the asking price. Use the table to compare locations, not to predict a specific bill.

Which one fits

Choose Frisco if you want everything finished and nearby, a guard-gated community, and the lowest carrying cost of the three. You give up land.

Choose Prosper if Prosper ISD is the deciding factor and you want an established custom neighborhood with more room than Frisco usually offers. You pay more each year for the district.

Choose Celina if land is the point, or if you are buying ahead of the tollway extension. You get the most acreage for the money and the highest tax rate, and in new master-planned communities you should expect a MUD or PID line on top.

In all three, check the school district and the full tax bill for the specific parcel. In this corridor, the town on the address is the least reliable guide to either.

Frequently Asked Questions

Which has lower property taxes, Frisco or Prosper?

Frisco, mainly because of the school district. Using 2025 rates, a home in Frisco and Frisco ISD carries a combined rate of about $1.63 to $1.68 per $100, depending on the county, while a home in Prosper and Prosper ISD carries about $1.95. On a $4 million home, that is roughly $11,000 to $12,800 a year before exemptions. Part of Frisco is zoned to Prosper ISD, where the rate is about $1.87.

Is Celina in Prosper ISD?

Parts of it are. Celina is served by both Celina ISD and Prosper ISD, and several Celina neighborhoods near the Prosper border, including Twelve Oaks, are zoned to Prosper ISD. Check the specific parcel with the county appraisal district rather than relying on the city name.

Why is Celina growing so fast?

Celina was the fastest-growing city in the United States among cities over 20,000 people from mid-2024 to mid-2025, growing 24.6% to 64,427 residents. Its population nearly quadrupled from 16,739 in 2020. Available land, new master-planned communities and the Dallas North Tollway extension, with main lanes scheduled to reach FM 428 in late 2027, are all part of the draw.

What are MUD and PID taxes in Celina?

They are charges on top of the regular property tax stack in many master-planned communities. A MUD levies an annual tax to repay bonds for water, sewer and drainage. A PID charges an annual assessment for neighborhood improvements. Collin County lists dozens of PIDs, including Mustang Lakes and Legacy Hills in Celina. Ask for the full tax bill before buying new construction.

Frisco or Celina: which gets more land for the money?

Celina, by a wide margin. Two BallerCribs listings priced about $56,000 apart show it: a 9,222 sq ft Frisco estate in Newman Village sits on 0.48 acres, while a 10,256 sq ft Celina estate in Twelve Oaks sits on 2.9 acres, about six times the land. The tradeoff is the tax rate: about $2.02 per $100 in Celina with Prosper ISD, against about $1.63 in Frisco ISD on the Denton County side.
